I would ask Mrs. Green if she would like to take off the extra clothing.  I would simply tell her that the temperature is warm enough to do without the sweater and hat.  I might point out other residents or people in the building to demonstrate adequate level of covering. 
After that, if she continued to resist, I would not try to convince her.  Remember, "The customer is always right."  I would also check with her later to make sure she was not too hot and ask again if she would like to take off either garment.

ap[roach Mrs Green in a calm and non rushed manner , calmly explain the hot wheather an d show her other residents with summer clothing and convince her to take warm clothing off , Never rush or force.

I would tell her about the weather outside and ask her if she was too warm and maybe she would like to take off her sweater for a couple minutes. i would tell her that it is very comfortable in just shirt sleevs without the sweater and i might have her actually go outside, holding her hand, so she could feel how warm my hnds are and how warm it is outside.
